WHAT IS A EUR1?
A EUR1 is a customs document used for international trade. The application is based on a number of bi- and mulilateral trade agreements within the Pan-European preferential system, such as between EFTA and the EU. The free trade agreements define goods which can be importetd at lower duties or even dutyfree. Provided that they have been manufactured in a contracting State. If that is provided the EUR1 document is treated as an equivalent to a certificate of origin (in the sense of foreign trade law). In order to prove the origin and benefit from the preferential customs treatment the document must be presented to the authority (customs administation) for approval.
WHY A EUR1?
The documents usually allows a dutyfree customs entry.
The document has to be legalized by the local customs authorities (stamped).
The EUR1 can be issued by a 3rd party as long as a power of attorney is issued.

Application
In free trade agreements goods are defined which can be imported at lower duty rates or even duty-free, provided that they are wholly manufactured in a Contracting State or have been worked on so far as to be equivalent to the products of origin. For this purpose, the customs administrations provide very detailed and precise rules for each product group, depending on the percentage of processing. In order to prove the origin in customs clearance and thus benefit from the (reduced) preferential duty rate, a certificate, or EUR.1, must be handed over to the competent authority (customs administration). In the context of the foreign trade policy, trade preferences are referred to as trade proof of origin (eg in the form of lower duties) granted by a country to certain other countries. Within the WTO, the possibilities for granting such advantages to individual states or integration systems are severely limited by the most-favored-nation principle. However, certain trade preferences are being promoted in the WTO framework against developing countries
